History

Jason Hoover, the owner, never planned to become a web developer. He found he enjoyed helping Delaware businesses and nonprofits reach more people, and Trolley Web has done that work from Wilmington since 2013. The company says it has served hundreds of businesses in Delaware, Philadelphia and the surrounding area.

The full-service model came from watching website projects go wrong. Trolley Web says it saw too many local businesses burned by projects that fell apart halfway through, with so many freelancers involved that nobody knew who to hold accountable. Its answer was to put brand strategy, copy, design, development and SEO under one roof.

Over the years, the company's thinking moved from building sites to telling stories. "After more than a decade in business, we've learned that a website is not the final product," Jason Hoover says. "It is a vehicle for your story, and that story is what drives trust, connection, and results."

Trolley Web also builds its own tools. Every site it launches runs on Leiout, a content management system the company develops in-house, and clients get an app for sending the team voice memos, job photos and notes, which become blog posts, landing pages and case studies. The company publishes a blog on web design, copywriting and SEO, and sends Trolley Talk, a free weekly newsletter for business owners.

Brand strategy and copywriting

  • Brand strategy and messaging. Trolley Web's work on brand strategy and messaging is available on its own through the Brand Messaging & Strategy Package: a 90-minute discovery call with the company's brand strategist, then a custom brand guide the owner can use on a website, in sales conversations and across marketing.
  • Website copywriting. The company's website copywriting for small businesses builds a site's words around the client's customers rather than the owner's biography, so visitors quickly see that the business understands their problem.

Brand strategy comes first among the services the company offers, ahead of design, development, hosting and SEO.

Websites, SEO and AI search

  • Websites. Trolley Web handles website design for Delaware small businesses from the first interview through hosting and updates, and builds each site to sell rather than to sit there like a brochure.
  • SEO. Ongoing SEO for Delaware businesses comes with flexible plans, monthly reports and no long-term contracts. New clients can also start with the structured 3-Month SEO Kickstart Program.

What Trolley Web does not do

Trolley Web does not build online stores or shopping-cart sites. Its work is focused on service businesses and nonprofits, and its process is built for established owners who have run their business for a while and know which jobs and clients they want more of.

How the company works

Every Trolley Web website project follows five steps, all handled in-house:

Consultation
The owner meets Jason Hoover and the company's client services coordinator to talk through the business and its goals. Both sides decide whether the project is a good fit.

Brand strategy and content
The brand strategist learns about the client's customers and services, sets the messaging and writes the copy.

Design
The designer creates a look that is, in the company's words, "familiar enough to feel comfortable and distinct enough to stand out."

Development
The developer builds a fast, mobile-friendly, secure site.
5
SEO (optional)
After launch, the SEO specialist works on bringing in the right traffic with useful, on-brand content.

A site goes from intake to launch in 8-10 weeks. Most clients spend about three hours on the whole project, starting with one 90-minute meeting. The company guarantees to get a website right the first time: "we don't call it done until you're proud of it."

Support continues after launch as part of how the company runs a project. Existing clients send update requests to support@trolleyweb.com, and the same team handles them.
